Crime in Indonesia is a social problem that harms society and hinders the realization of a peaceful and prosperous life. One of the efforts to address this issue is through prisoner rehabilitation in correctional facilities. The purpose of this community service program is to improve the moral quality of inmates by internalizing the local wisdom values of the Gayo community. The program was conducted at Rutan Class IIB Takengon using a moral development approach based on local cultural values, particularly the principle of mukemel, which represents dignity, life philosophy, and the ideal character of the Gayo people. The results show that the internalization of these values contributed to shaping the inmates’ personalities in line with fundamental moral principles, namely kindness, justice, and self-respect. Thus, it can be concluded that local wisdom–based rehabilitation has proven effective in enhancing inmates’ moral quality, providing an essential foundation for their social reintegration.
